Abbey Estate redevelopment appeal inquiry to begin in November

A public inquiry into plans to redevelop Thetford’s Abbey Estate will begin on Tuesday 3rd November, following an appeal against Breckland Council’s rejection of the proposals.

Suburban street lined with parked cars and rows of garages, with terraced houses and trees in the background under a partly cloudy sky.

Bromford Flagship’s outline application proposed demolishing 551 of the estate’s 1,087 homes, alongside 726 garages and retail and community buildings.

The phased redevelopment, expected to take up to 20 years, would provide an uplift of up to 500 homes and new commercial, community and learning space.

Breckland Council’s Planning Committee rejected the application in October 2025, with 13 of its 15 members voting against it. Councillors concluded that the prolonged disruption and uncertainty would have an unacceptable effect on residents’ mental health, wellbeing and community cohesion.

Flagship has since appealed against that decision. A planning inspector will hear evidence during an eight-day public inquiry at Elizabeth House in Dereham.

It will sit from Tuesday 3rd to Friday 6th November and again from Tuesday 10th to Friday 13th November, beginning at 10am each day.

Anyone wishing to attend in person must register with Breckland Council by 20th October, stating whether they intend to participate or observe. Email planningappeals@breckland.gov.uk or call 01362 656909.

The venue can accommodate 142 members of the public each day, except on 10th, 12th and 13th November, when capacity will be 42. These limits do not include active participants.

The inquiry will also be livestreamed through Breckland Council’s YouTube channel. A decision will not be made when proceedings conclude but is expected in the following weeks.
